President Bola Tinubu has given the green light to the National Policy on Health Workforce Migration, a strategic initiative designed to address the ongoing challenges in Nigeria’s health human resources.
The announcement was made by the Coordinating Minister of Health and Social Welfare, Prof Muhammad Pate, on his social media handle on Monday. According to Pate, this policy is not just a reaction to the current exodus of healthcare professionals but a robust strategy aimed at managing, harnessing, and ultimately reversing the trend of health worker migration.
“The National Policy on Health Workforce Migration tackles the significant issues plaguing Nigeria’s healthcare sector,” Pate explained. “It reflects President Tinubu’s commitment to a resilient healthcare system, aligning with his role as the AU Champion for Human Resources for Health and Community Health Delivery Partnership.”
A significant number of Nigerian healthcare workers leave the country in search of better opportunities, compounded by factors like inadequate equipment, worsening security, poor working conditions, and unsatisfactory salaries. This exodus leaves remaining healthcare professionals with heavier workloads and longer hours.
Central to this policy is the Nigeria Human Health Resource Programme, which aims to regularly review and improve working conditions, particularly for those in rural and underserved areas. The policy’s ambitious goals include fostering a conducive environment for professional growth and stability, thus retaining top talent within the country.
In a world increasingly reliant on digital solutions, the policy also emphasizes the integration of advanced health technologies. This includes the implementation of Electronic Medical Records, telehealth services, and a comprehensive Health Workforce Registry to create a more efficient, data-driven health system.
Professional development is another cornerstone of this policy. Recognizing the importance of continuous learning, the policy offers strategic partnerships and international training opportunities to equip Nigerian healthcare professionals with the latest skills. This investment in human capital highlights the government’s dedication to empowering its healthcare workforce.
Additionally, the policy outlines steps for the return and reintegration of Nigerian health professionals from abroad. By establishing streamlined registration processes and providing attractive incentives, it encourages the return and active reintegration of these professionals into the domestic health system. Reciprocal agreements with other countries are also championed to ensure that the exchange of health workers benefits Nigeria.
Recognizing the need for work-life balance, the policy includes provisions for regular health checks, mental well-being support, and reasonable working hours, particularly aimed at younger doctors. These measures are intended to create a supportive work environment, reducing burnout, and enhancing job satisfaction.
The governance of this policy will be managed by the National Human Resources for Health Programme in collaboration with state governments, ensuring responsible implementation and alignment with broader health objectives.
